Livingston County Names Shannon Hillier as County Administrator

GENESEO, N.Y., Nov. 21, 2025 The Livingston County Board of Supervisors has appointed Shannon Hillier as county administrator effective Dec. 1, 2025. Hillier becomes the first woman to assume the role in the County's history. The 17-member board’s unanimous decision came during an executive session following its regular meeting on Nov. 19. 

 

Hillier began serving as interim county administrator on Aug. 27, 2025, and before that she was the County’s top attorney since 2017. In an email to employees, Livingston County Board Chair David LeFeber praised Hillier for her tremendous dedication and loyalty.

 

“She has devoted many years to the County as the county attorney, consistently demonstrating hard work, sound judgment and an unwavering commitment,” stated LeFeber. “Her experience and long-standing service were significant factors in this appointment, and we appreciate the stability and leadership she continues to provide.”

 

The County Board of Supervisors will publicly recognize Hillier during its next meeting on Dec. 17, at the County Government Center in Geneseo. 

 

As administrator, Hillier will work closely with the board and County leadership to help oversee daily operations and advance County initiatives. Hillier said she’s honored to take on the role and intends to make the transition as smooth as possible for the board, County leadership and residents.

 

“I'm incredibly excited for the opportunity to serve as the next Livingston County administrator,” said Hillier. “I would like to thank the County’s Board of Supervisors for their unwavering support and continued trust in my guidance and judgment. I'm also incredibly grateful for having worked eight years alongside Ian Coyle during his time as county administrator. In hindsight, this really served as an unintended mentorship that will prove helpful in the months ahead. I will be focusing on acclimating to County operations from this new vantage point and getting a good grasp on the short- and long-range goals of the County as a whole.”

 

Before serving as interim administrator, Hillier advised the County’s Board of Supervisors and County departments on a wide range of legal matters as county attorney. She worked closely with County leadership on issues ranging from contract negotiations and personnel matters to major projects like broadband deployment. Hillier serves on a number of boards, including the Livingston County Land Bank Corporation, Keshequa School Board and Akzo Settlement Committee. The Nunda native is a graduate of York Central School. She went on to earn her law degree from the State University of New York at Buffalo Law School.

 

The County’s Board of Supervisors established the Office of County Administrator in 1988 to address the increasing complexity of managing local government. The County Administrator's Office is directly responsible to the County’s Board of Supervisors for the overall administration of County government and the coordination of daily operations.
