Livingston County Files Tentative 2026 Budget

GENESEO, N.Y., Nov. 4, 2025 Livingston County has released its tentative budget for fiscal year 2026. The budget was prepared with assistance from the County’s management consultant and former County Administrator Ian M. Coyle who states it is sound, stable and balanced. The public budget hearing will take place on November 19, 2025, as part of the regularly scheduled meeting of the Livingston County Board of Supervisors. 

 

“The board approaches the budget with the same priority each year – delivering essential services to our residents responsibly and transparently,” said Livingston County Board Chair David LeFeber. “This plan reflects the current fiscal realities we face, coupled with the strength of the County’s financial position. We remain committed to maintaining quality services, supporting our workforce, and planning for the future while managing the burden placed on our taxpayers.”

 

As required by state law, the tentative budget contains supporting documentation, including revenue and expense estimates, fund balance statements and the County’s debt schedule. Coyle recommends a balanced budget of $215,146,730. If adopted as proposed, the budget would establish a County tax rate of $7.18 per $1,000 of assessed value. A homeowner with a single-family home assessed at $202,000 would pay approximately $1,452 in County property taxes under the tentative plan. Total spending is lower than last year due in part to one-time federal and state broadband grant pass-throughs that were included in the 2025 budget but are not recurring in 2026. Both the tax rate and the tax levy are expected to see modest increases.

 

“This budget is responsible, forward looking, and supportive of the programs and services that matter most to our residents” said Acting County Administrator Shannon Hillier. “We continue to invest in core services and the infrastructure that supports them, while taking steps to control long-term financial risk. Livingston County remains fiscally sound, and this plan supports the strategic goals of the board while recognizing the real cost drivers affecting counties across New York State. Concerns do remain in areas like federal and state aid, especially in the area of public assistance and social services.” 

 

The budget also includes continued support for the County’s nonprofit partners, such as the OWWL Library System, Genesee Valley Council on the Arts, Chances and Changes, Humane Society, Hemlock Fair, Soil and Water Conservation District, and Cornell Cooperative Extension, among several others.

 

The tentative financial plan maintains a stable fund balance and continues Livingston County’s practice of applying reserve allocations to avoid bonding and control long-term interest costs. Copies of the County’s 2026 tentative budget are available here for review and public inspection.
