Livingston County Adopts 2026 Budget

GENESEO, N.Y., Nov. 28, 2025 The County Board of Supervisors unanimously adopted the 2026 Livingston County budget at a public hearing during the board’s regular meeting on Nov. 19, 2025. 

 

The approximately $215 million spending plan prioritizes essential community services while maintaining the County’s focus on sustaining long-term fiscal health. The budget was prepared with assistance from the County’s management consultant and former County Administrator Ian M. Coyle. 

 

The 2026 budget contains a modest increase in both the tax rate and levy to support essential services, including public safety, social services, and long-term care, while addressing rising costs for personnel, benefits and mandated programs. It establishes a County tax rate of $7.18 per $1,000 of assessed value. A homeowner with a single-family home assessed at $200,000 will pay approximately $1,436 in County property taxes under the adopted plan. The tax levy, or the amount of revenue the County collects from taxable property, will see an increase of 4.59% over the current amount.

 

Total spending is lower than last year partly because one-time federal and state broadband grant pass-throughs were included in the 2025 budget but are not recurring in 2026. The plan maintains Livingston County’s practice of using reserve allocations to reduce the need for long-term borrowing, which helps control interest costs and preserves flexibility for future capital needs. 

 

The adopted 2026 budget continues the County’s tradition of financial support for local nonprofit and community partners, such as the OWWL Library System, Genesee Valley Council on the Arts, Chances and Changes, Humane Society, Hemlock Fair, Soil and Water Conservation District and Cornell Cooperative Extension, among others.

 

County leaders highlighted Livingston County’s strong financial position, including a stable fund balance and the use of conservative budgeting practices, which have helped the County navigate inflation, state and federal aid uncertainty, and other external pressures. The 2026 budget advances the board’s strategic goals by continuing to provide quality services, supporting the County workforce, and planning for long-term needs while effectively managing the burden on taxpayers.
